PAM measures to streamline labor market

The Public Authority of Manpower
(PAM) continues its efforts to regulate the marketplace and bring labor from
abroad, sources said. An expert committee comprising representatives from PAM,
Interior, Foreign and Higher Education ministries, Kuwait University and
specialized NGOs, has been entrusted with the task. A recent meeting discussed
several proposals with regards to bringing in labor to employ particularly in
certain technical professions, the sources added.
The sources said the committee reviewed the most
notable jobs the marketplace needs in order to set a special mechanism for
bringing in labor for each profession. The implementation of the proposals will
be executed in phases and the first phase will cover medical, education,
engineering, legal and financial professions. The need of the marketplace will
be ascertained by the expert committee and labor force to be recruited will
include all permitted nationalities in the country.
According to the proposals under study, work
permit will not be issued without the approval of academic certificates that
have to be attested by official authorities and Kuwait’s embassies abroad. A
proposal is also being considered to add an experience certificate for each
profession that is at least three years for some professions and up to five
years for others in addition to approved practice certificate and a skill test.
