Article 2: 1. A center shall be established under this regulation called "National Center for the Development of Plant Covering and Combating Desertification", Enjoys public legal personality and financial and administrative independence, and is organizationally linked to the Minister. 2. The headquarters of the center shall be in the city of Riyadh and may, by a decision of the council, establish branches or offices within the Kingdom as needed.

Article 2: 1- Under this regulation, a center called the "National Meteorological Center" shall be established. It shall enjoy public legal personality, financial and administrative autonomy and shall be organizationally linked to the Minister. 2- The headquarters of the center shall be in the governorate of Jeddah, and by a decision of the Council, the establishment of branches or offices within the Kingdom as needed.
